Diplomacy pushes Gaza peace momentum forward

JERUSALEM (AP) ? A diplomatic push to end Israel's nearly weeklong offensive in the Gaza Strip gained momentum Tuesday, with Egypt's president predicting that airstrikes would soon end, the U.S. Secretary of State racing to the region and Israel's prime minister saying his country would be a "willing partner" to a cease-fire with the Islamic militant group Hamas.

As international diplomats worked to cement a deal, a senior Hamas official said an agreement was close even as relentless airstrikes and rocket attacks between the two sides continued. The Israeli death toll rose to five with the deaths Tuesday of an Israeli soldier and a civilian contractor. More than 130 Palestinians have been killed.

"We haven't struck the deal yet, but we are progressing and it will most likely be tonight," Moussa Abu Marzouk said Tuesday from Cairo, where cease-fire talks were being held. A second Hamas official, Izzat Risheq, said later that a deal might not be reached.

Israeli officials said only that "intensive efforts" were under way to end the fighting. Israeli media quoted Defense Minister Ehud Barak as telling a closed meeting that Israel wanted a 24-hour test period of no rocket fire to see if Hamas could enforce a truce.

In what appeared to be a last-minute burst of heavy fire, Israeli tanks and gunboats shelled targets late Tuesday, and an airstrike killed two brothers riding on a motorcycle. The men weren't identified.

The fighting came shortly before U.S. Secretary of State Hillary Rodham Clinton arrived. Clinton rushed to a late-night meeting with Israeli Prime Minister Benjamin Netanyahu. President Barack Obama dispatched her to the Mideast from Cambodia, where she had accompanied him on a visit.

Egyptian President Mohammed Morsi, perhaps the most important interlocutor between Hamas, which rules the Palestinian territory, and the Israelis, said the negotiations between the two sides would yield "positive results" during the coming hours.

Israel demands an end to rocket fire from Gaza and a halt to weapons smuggling into Gaza through tunnels under the border with Egypt. It also wants international guarantees that Hamas will not rearm or use Egypt's Sinai region, which abuts both Gaza and southern Israel, to attack Israelis.

Hamas wants Israel to halt all attacks on Gaza and lift tight restrictions on trade and movement in and out of the territory that have been in place since Hamas seized Gaza by force in 2007. Israel has rejected such demands in the past.

In Brussels, a senior official of the European Union's foreign service said a cease-fire would include an end of Israeli airstrikes and targeted killings in Gaza, the opening of Gaza crossing points and an end to rocket attacks on Israel. The official spoke on condition of anonymity because he was not authorized to speak to the media.

Violence raged on as the talks continued. An airstrike late Tuesday killed two journalists who work for the Hamas TV station, Al-Aqsa, according to a statement from the channel. The men were in a car hit by an airstrike, Gaza health official Ashraf al-Kidra said. Israel claims that many Hamas journalists are involved in militant activities. Earlier this week it targeted the station's offices, saying it served as a Hamas communications post.

By Tuesday, 133 Palestinians, including at least 54 civilians, were killed since Israel began an air onslaught that has so far included nearly 1,500 strikes. Some 840 people have been wounded, including 225 children, Gaza health officials said.

Five Israelis, including an 18-year-old soldier and a civilian contractor who worked for the military struck by rocket fire on Tuesday, have also been killed and dozens wounded since the fighting began last week, the numbers possibly kept down by a rocket-defense system that Israel developed with U.S. funding. More than 1,000 rockets have been fired at Israel this week, the military said.

Late Tuesday, a Palestinian rocket hit a house in the central Israeli city of Rishon Lezion, wounding two people and badly damaging the top two floors of the building, police spokesman Micky Rosenfeld said. In other violence, a 60-year-old Israeli woman was seriously wounded in a firebombing attack as she drove in the West Bank, police said.

With the death toll rising, the international community stepped up efforts to bring a halt to the fighting that began last Wednesday with an Israel's assassination of the Hamas military chief.

"If a long-term solution can be put in place through diplomatic means, then Israel would be a willing partner to such a solution. But if stronger military action proves necessary to stop the constant barrage of rockets, Israel wouldn't hesitate to do what is necessary to defend our people," Israeli Prime Minister Benjamin Netanyahu said during a joint press conference in Jerusalem with visiting U.N. chief Ban Ki-moon.

Ban condemned Palestinian rocket attacks, but urged Israel to show "maximum restraint."

"Further escalation benefits no one," he said.

Minutes before Ban's arrival in Jerusalem from Egypt, Palestinian militants fired a rocket toward Jerusalem, just the second time it has targeted the city. The rocket fell in an open area southeast of the city.

Jerusalem had previously been considered beyond the range of Gaza rockets ? and an unlikely target because it is home to the Al-Aqsa Mosque compound, Islam's third-holiest shrine.

Earlier Tuesday, a man identified as Hamas' militant commander urged his fighters to keep up attacks on Israel. Speaking from hiding on Hamas-run TV and radio, Mohammed Deif said Hamas "must invest all resources to uproot this aggressor from our land," a reference to Israel.

Israeli warplanes dropped leaflets on several Gaza neighborhoods asking residents to evacuate and head toward the center of Gaza City along specific roads. The army "is not targeting any of you, and doesn't want to harm you or your families," the leaflets said. Palestinian militants urged residents to ignore the warnings, calling them "psychological warfare."

The Israeli military relies on a network of informants to identify its targets. Masked gunmen publicly shot dead six suspected collaborators with Israel in a large Gaza City intersection Tuesday, witnesses said. An Associated Press reporter saw a mob surrounding five of the bloodied corpses shortly after the killing.

Clinton was scheduled to meet with Netanyahu in Jerusalem, Palestinian President Mahmoud Abbas in the West Bank and Egyptian leaders in Cairo. Turkey's foreign minister and a delegation of Arab League foreign ministers traveled to Gaza on a separate truce mission. Airstrikes continued to hit Gaza even as they entered the territory.

"Turkey is standing by you," Turkish Foreign Minister Ahmet Davutoglu told the Hamas prime minister in Gaza, Ismail Haniyeh. "Our demand is clear. Israel should end its aggression immediately and lift the inhumane blockade imposed on Gaza."

It was unclear how diplomatic efforts to achieve a cease-fire and stave off a threatened Israeli ground invasion into Gaza were hampered by the hard-to-bridge positions staked out by both sides ? and by the persistent attacks. Thousands of Israeli soldiers have been dispatched to the Gaza border in case of a decision to invade.

The U.S. considers Hamas, which has killed hundreds of Israelis in suicide and other attacks, to be a terror group and does not meet with its officials. The Obama administration blames Hamas for the latest eruption of violence and says Israel has the right to defend itself. At the same time, it has warned against a ground invasion, saying it could send casualties spiraling.

Netanyahu said earlier Tuesday that Israel was exploring a diplomatic solution, but wouldn't balk at a broader military operation.

"I prefer a diplomatic solution," Netanyahu said in a statement after meeting with Germany's Foreign Minister Guido Westerwelle, who was also in the region trying to advance peace efforts. "But if the fire continues, we will be forced to take broader measures and will not hesitate to do so."

Westerwelle said a truce must be urgently pursued, "but of course, there is one precondition for everything else, and this is a stop of the missile attacks against Israel."

The conflict erupted last week, when a resurgence in rocket fire from Gaza set off the Israeli offensive, which included hundreds of airstrikes on militants' underground rocket launchers and weapons' stores.

The onslaught turned deadlier over the weekend, as airstrikes began targeting the homes of suspected Hamas activists, leading to a spike in civilian casualties. Israel sent warnings in some cases, witnesses said, but in other instances missiles hit suddenly, burying residents under the rubble of their homes.

Hamas is deeply rooted in densely populated Gaza, and the movement's activists live in the midst of ordinary Gazans. Israel says militants are using civilians as human shields, both for their own safety and to launch rocket strikes from residential neighborhoods.

The conflict showed signs of spilling into the West Bank, as hundreds of Palestinian protesters in the town of Jenin clashed with Israeli forces during a demonstration against Israel's Gaza offensive.

Two Palestinian protesters were killed in anti-Israel demonstrations in the West Bank on Monday, according to Palestinian officials. Separate clashes occurred Tuesday in Ramallah, the seat of the Palestinian government, during the funeral for one of the dead.

Palestinian President Mahmoud Abbas, who lost control of Gaza to Hamas in 2007, now governs from the West Bank. Abbas claims to represent both areas, and there is widespread sympathy among West Bank Palestinians for their brethren in Gaza.

S.Africa Life Healthcare FY profit misses forecasts

JOHANNESBURG (Reuters) - South Africa's No.2 private hospital group Life Healthcare fell short of market expectations for its full-year profit on Friday, after it wrote down the value of a business.

Life Healthcare said diluted headline earnings rose 18 percent in the year to end-September, to 141 cents per share, below the average estimate of 144 cents in a Thomson Reuters poll of nine analysts.

Headline EPS, the primary profit gauge in South Africa, strips out certain one-off items.

The company's rehabilitation and mental health unit reported lower profit due to a writedown at one of its hospitals.

Shares in Life Healthcare dropped 3.6 percent to 32 rand by 0729 GMT, lagging behind a slightly lower JSE All-share index.

Demand for private healthcare is increasing in South Africa as a fast-growing middle class take up medical insurance. Life Healthcare said revenue increased 11.5 percent to 11 billion rand.

Shares in the company are up about 60 percent so far this year, outpacing a 15 percent gain the JSE All-share index over the same period.

Larger Rival Mediclinic International reported a 45 percent surge in first-half profit, helped by a robust showing in its South African business. Netcare, which has flagged as much as 20 percent drop in full-year profit, is due to report next week.

It?s often said that the Republican Party as an institution is generally more pro-business than pro-market, and that implies a host of things; energy subsidies, eminent domain, and notably strong intellectual property protection.

The pro-IP lobby in Washington is robust, though perhaps the new presence of the Internet Association, a lobbying group comprising web companies, could put some counter pressure on lawmakers.

But from a policy standpoint, in an age when the RIAA sues grannies and innocent parents of torrenting children to intimidate file-sharers, and tech companies waste billions on patent trolling, perhaps it might be time for the GOP to consider a more authentically laissez faire approach.

It appears they are. A Republican Study Committee policy brief released today to members of the House Conservative Caucus and various think tanks lays out ?three myths about copyright law? and some ways to go about correcting what many see as a broken system. Derek Khanna, the RSC staffer who authored the paper, acknowledges an important role for intellectual property while also pointing out how badly the current system has gone off track.

The paper also suggests four potential solutions:

  1. Statutory damages reform ? in other words, saving granny the legal headaches
  2. Expand fair use ? set those DJs free!
  3. Punish false copyright claims
  4. Heavily limit copyright terms, and create disincentives for renewal

That would be a heck of a start towards making copyright actually incentivize innovation, rather than stifling it, as it most often does today.

It is great to at least see this issue discussed in a substantive way?complaints about rigid IP protections have until now generally been limited to folks like Sen. Ron Wyden. If it suggests a new turn for the GOP on the issue?against the Chamber of Commerce and for Internet companies, DJs, and millions of consumers?that would certainly beat the protectionism of bought-off legislators like Bob Goodlatte (who knew the citizens of Roanoke had such a stake in strong IP?). Lawmakers, Obama to meet as clock ticks on fiscal cliff

Post-election comity will meet its first test Friday as President Barack Obama welcomes congressional leaders from both parties to the White House for initial discussions as to how they might avert the looming ?fiscal cliff.?

Capitol Hill?s top Democrats and Republicans will huddle with the president to see whether they can make progress toward a deal on taxes and spending, an accomplishment which eluded them for much of the past two years.

Obama defends his fiscal policy up to this point as well as his extension of the Bush-era tax cuts but says the extension was a "one time proposition" and that "half of the danger" will be removed by eliminating that cut.

Gathered at the White House will be the same cast of characters who were unable to reach a fiscal deal during the last Congress. House Speaker John Boehner, R-Ohio, and Minority Leader Nancy Pelosi, D-Calif., retain their roles, and senators kept Majority Leader Harry Reid, D-Nev., and Minority Leader Mitch McConnell, R-Ky., in theirs as well.

Their talks with Obama, though, assume a new urgency due to the ticking clock that is set to run out in just a few weeks ? at the end of this calendar year, when the automatic tax hikes and spending cuts that constitute the fiscal cliff are set to take effect.?

Economists warn that the impact of the automatic spending cuts established in the 2011 debt ceiling deal ? which fall harshly upon the defense budget ? combined with the expiration of the 2001 Bush-era income tax cuts would threaten to plunge the U.S. into recession.

Sen. Roy Blunt, R-Mo., shares his thoughts on the new Congress, avoiding the fiscal cliff and what his colleagues on the Intelligence Committee want to hear from Gen. David Petraeus.

The president enters these conversations, though, having just won re-election after campaigning on the promise of increasing the tax burden for the wealthiest of Americans.

At a press conference Wednesday at the White House, Obama insisted that any deal with Republicans be ?balanced? ? his shorthand for increasing taxes on those households earning more than $250,000 per year.

?It is simply unacceptable to go back to policies that failed that stuck the middle class with the bill in order to give very expensive tax cuts to the wealthiest in our country. We can't afford it,? White House press secretary Jay Carney told reporters traveling Thursday with Obama. ?And the president will not sign under any circumstances an extension of tax cuts for the top 2 percent of American earners.?

But any final deal will have to pass through a Republican-held House, where conservatives have rejected any proposal that even smacks of a tax hike.

In the days since the election, Boehner has led the GOP in offering a more conciliatory tone toward Obama. Boehner has said that Republicans are open to the idea of raising revenue through tax reform, as long as that deal is linked with major reforms to shore up the solvency of entitlements like Medicare and Social Security.

The question of whether and how to allow taxes to rise, though, scuttled an overarching deal between Boehner and Obama in 2011, and could again trip up these negotiations.

This time, the stakes are higher.

?We had the same cast of characters before the election, but we have to have a different ending,? said Douglas Holtz-Eakin, a Republican economist and former Congressional Budget Office director. ?The capacity of people to look at a deal and not make one is pretty large.?

The immediate challenge facing lawmakers on Friday, he said, involves avoiding the shock to the economy by the sudden onset of the fiscal cliff. That would involve a short-term deal allowing lawmakers time and space to negotiate a full agreement.

Obama met earlier in the week with leaders in organized labor and business communities to soothe concerns about the coming negotiations, though he faces pressure from progressives to resist the kind of deep budget cuts preferred by Republicans.

?Simply bending revenue and expenditure trajectories closer together should not be the main goal of economic policy,? the left-leaning Economic Policy Institute said in a memo Thursday ahead of the meeting. ?Instead, policymakers must seek to boost economic growth and ensure that equitable shares of this growth reach low- and moderate-income households.?

Holtz-Eakin offered some advice, too, as to how to read the tea leaves once the meeting concludes.

?I think the thing to look for is, when they come out, what are they talking about? If they're talking about the big deal and not the cliff, I, personally, think they're a danger to America,? he said, meaning to suggest lawmakers and the president should focus on the more immediate challenge of the fiscal cliff. ?If they're talking about replacing the sequester, that's more encouraging.?

The established models for the role and function of histones and their modifications during the transcription and cell-division need to be revised.

Fertile fruit flies despite lack of histone H3.3

For their study, Basler and his postdoctoral student Hdl used the fruit fly Drosophila melanogaster, the genome of which has been fully decoded. In an initial experiment, the scientists switched the two histone variants H3.2 and H3.3 in the cells. In normal (i.e. non-manipulated) cells, histone H3.2 is only expressed in one specific phase of the cell cycle, the so-called S phase. Histone H3.3, however, is always expressed. Consequently, it was assumed that histone H3.3 plays a key role in transcription, especially in reading genes. Thus, the general consensus was that RNA synthesis would be restricted in the absence of histone H3.3. "In our experiment, under lab conditions viable and fertile fruit flies could develop from cells that do not have any H3.3," explains Hdl, summing up the result that turns the previous understanding on its head. "Organisms also begin to develop from cells without H3.2 but these died in the first larval stage," Hdl continues.

Genes are switched on and off without histone modification

Histones are modified by different enzymes at different points in the protein. In a second experiment, Basler and Hdl examined the importance of modifications of the fourth amino acid of the protein, a lysine. Modification of this lysine is thought to play a key role in activating and deactivating the transcription of the gene. To test this, the scientists replaced the lysine with non-modifiable amino acids in all the histone H3 genes. The result was another big surprise. "Cells without this specific histone modification are able to divide normally," explains Basler before adding: "However, they do so considerably more slowly than cells that have not been modified." Therefore, the modification of this lysine is not essential for the activation of the genes.

The results show that the activation of genes and the inheritance of the ability to activate genes work differently than previously assumed. Clearly, the structure of the transcription process is extremely robust. According to Basler, the role of this common histone modification for cell function has been overestimated in recent years.

German army wastes millions on sunscreen, lip balm - auditors

BERLIN (Reuters) - Germany's army is wasting millions of euros of taxpayers' money producing its own sunscreen, cough drops and lip balm rather than buying them off the shelf, auditors said on Tuesday.

Compounding the problem, about 90 percent of some the military's own personal care products end up being thrown away, said the report by the German Federal Court of Auditors.

"There's a lot of scope to eliminate waste," Court of Auditors president Dieter Engels told reporters in Berlin.

The annual report said the army had spent 20 million euros (16 million pounds) on building a facility to produce its own products, which also included insect repellent and nasal sprays.

The auditors issued a list of broader recommendations to tighten up the country's tax administration system and other areas which Engels estimated could save Germany around 10 billion euros a year.

The report will embarrass many in Germany where officials have been especially vocal in criticising Greece and other crisis-hit euro zone countries for failing to collect taxes efficiently.

The auditors questioned the wisdom of a reduction in the number of tax office auditing staff, which led to a reduction in the number of audits and a corresponding drop in income tax revenues from 911 million euros in 2005 to 787 million euros in 2010.

"It's a question of cost effectiveness," said Engels. "That doesn't always mean the cheapest way is the best way but rather it's important to keep the cost-benefit ratio in mind."

The federal government could reduce its own deficit and the national debt at a faster pace by eliminating some of the waste, the report said.

"Net new borrowing could be reduced even further this year," said Engels, referring to the government's recent announcement that net new borrowing would be 17.1 billion euros in 2013.

The government expects to have a balanced budget in 2014.

The auditors cited one federal agency that had 4,350 computers but only 1,800 workers.

After attack on jeep, Israeli army kills 4 in Gaza

GAZA CITY, Gaza Strip (AP) ? Palestinian militants fired an anti-tank missile at an Israeli jeep patrolling the border with Gaza and the Israelis fired back into the Palestinian territory, killing four civilians, officials and witnesses said.

Israel's military said four of its soldiers were wounded in the missile attack, including one seriously. Ashraf al-Kidra, a Gaza health ministry spokesman, said all four Palestinians killed were civilians between the ages of 16 and 18 and that among the 25 wounded were children.

The military wing of the leftist Popular Front for the Liberation of Palestine took responsibility but it still remains unclear whom in fact was behind the attack. The PFLP often takes credit for attacks that later turn out to be the work of Hamas or Islamic Jihad militants.

Gaza militants often fire rockets from the Israel-Gaza border area toward nearby Israeli communities and low-level clashes with the Israeli military are common. But when casualties are involved, particularly civilians, the potential for escalation grows significantly.

Both sides threatened retaliation, and previous such incidents have unfolded into days of Palestinian rocket attacks and retaliatory Israeli strikes.

Later Saturday, a pair of Palestinian rockets landed in an open field in southern Israel. The Israeli military informed residents to stay close to home in case of further rocket attacks.

Witnesses said that following the large explosion that started the incident, Israel retaliated with tank and machine gun fire toward residential areas at the al-Muntar hill in the central part of the territory, hitting people who were returning from a funeral east of Gaza City.

Rami Harra said his 17-year-old brother Muhammad Harra was killed in the strike.

"He was at home when the explosion took place. He went out to see what happened and when he started to help evacuating wounded people who were on the ground another shell hit the place and killed him," he said outside the morgue. "Why did they kill him? I can't believe my eyes that I am seeing his dead body."

In a first response to Saturday's incident, Israeli Defense Minister Ehud Barak said the military had responded aggressively to the attack and will "consider further reaction in the coming days."

"We will not allow the escalation on the fence to go unanswered," he said.

The Israeli military said it holds Gaza's Hamas rulers responsible for the attack and that it "will not tolerate" such incidents.

In a text message to reporters, Hamas spokesman Fawzi Barhoum threatened to respond.

"Targeting civilians is a dangerous escalation that cannot be tolerated. The resistance has the full right to respond to the Israeli crimes," he said.

Israel carried out a broad military offensive in Gaza nearly four years ago in response to years of near daily rocket fire. Major salvos from Gaza have subsided since then, but sporadic rocket fire has continued.

Gaza's Islamist Hamas rulers have largely refrained from rocket attacks since the devastating Israeli military offensive that killed hundreds of Palestinians.

Hamas, which has killed hundreds of Israelis in suicide bombings and other attacks, remains virulently anti-Israel in its rhetoric but has sought to keep things quiet as it consolidates control of Gaza, which it seized five years ago during a brief civil war against the rival Fatah movement.

Still, it is under pressure from smaller groups to prove that it remains in confrontation with the Jewish state.

The territory is home to numerous militant groups, including murky al-Qaida-inspired organizations that do not answer to Hamas. Gaza has also been flooded with weapons in recent years, many of them believed to have been smuggled from northern Africa and into Gaza through tunnels under the Egyptian border.

(AP) ? Toy construction trucks are pouring into the funeral home handling arrangements for a 2-year-old boy who was fatally mauled when he fell into a wild dog exhibit at the Pittsburgh zoo.

The parents of Maddox Derkosh requested the toys instead of flowers because their son liked to play with trucks and share them with friends. More than 3,000 have been donated, and the William Slater II funeral home says it will continue accepting the trucks even after the boy's funeral Friday morning.

The family intends to donate the trucks to a charity that will distribute them to needy children on Christmas.

"We will never forget this as long as we live," funeral director William Slater said Thursday as he stood among dozens of toy trucks in a viewing room.

Investigations continue into the boy's death, which happened after he fell from a wooden railing overlooking the exhibit Sunday at the Pittsburgh Zoo and PPG Aquarium.

The boy's mother placed him on the rail and he somehow slipped away, bounced off a small net and fell about 10 feet more into the enclosed exhibit.

The county medical examiner determined the boy survived the fall but bled to death from the attack, which zoo officials said staff members couldn't stop because it happened so quickly.

In addition to an internal zoo review, the death is being investigated by the U.S. Department of Agriculture and the Association of Zoos and Aquariums, an accrediting organization. Neither is expected to announce findings soon.

It appears to be an accident that won't result in criminal charges, said Mike Manko, a spokesman for the Allegheny County district attorney's office, which is waiting for other information before closing the case. The district attorney also expects the observation platform above the exhibit to be improved, Manko said.

Toy trucks can be donated directly to the funeral home.

Japan to host int'l talks on wider Syria sanctions

Japan says it will host international working-level talks in late November on sanctions imposed against Syria.

Chief Cabinet Secretary Osamu Fujimura said Monday that participants would be seeking ways to isolate Syrian President Bashar Assad through wider sanctions.

A coalition of 60 countries, including the U.S., the European Union and Arab League, met in September seeking fresh ways to increase pressure on the Assad government. The group was established after the U.N. Security Council failed to agree on a resolution condemning the Syrian regime, due to opposition from Russia and China.

Existing sanctions include freezing assets of the Syrian president and military leaders and an embargo on oil and arms trade with Syria.

The uprising last year has escalated to a civil war that activists say has killed 36,000 people.

Missing from presidential race: roads, bridges

WASHINGTON (AP) ? Of the many items debated in the 2012 presidential campaign, there's not much talk about planes, trains, roads and bridges.

But as Superstorm Sandy reminds the world, we can't afford to do without them. So why isn't the nation's transportation infrastructure a hot topic?

Money, for one.

Neither President Barack Obama nor Mitt Romney has a good idea how to pay for what needs to be done.

Most of the transportation network was built in the last century; in some places, it dates to the 1800s. Aging highways, bridges, trains and buses are frequently in need of repair or replacement, and no longer can handle peak traffic demands. More than 140,000 bridges are structurally deficient or obsolete. The problem only will worsen as the U.S. population grows.
